به گزارش خبرنگار پایگاه خبری دیده بان البرز، مجتبی حاجی قاسمی، عضو شورای اسلامی شهر کرج عصر امروز در نشست خبری با اصحاب رسانه که در تالار شهیدان نژادفلاح برگزار شد، در پاسخ به سوالی در خصوص تعجیل در انتخاب شهردارها یا انتخاب نامناسب و طرح ریزی برای جابجایی وی پس از مدتی کوتاه گفت: پروسه انتخاب شهردار کرج شفاف بود، اگر اتفاقات به وقوع پیوسته خوشایند عده ای نبود اما مشخص بود که چه اتفاقی در حال رخ دادن است و رای هر فرد چیست.
وی با بیان اینکه اگر بخواهیم موضوع انتخاب شهردار را برای آینده آسیب شناسی کنیم، باید به شکل گیری شورای شهر برگردیم، مطرح کرد: انتظار می رفت شورای شهری که ۱۲ نفر از اعضای آن از لیست انقلابیون آمده اند، همصدا باشند و به گزینه مشخصی برسند اما این اتفاق نیفتاد زیرا ما در مبنا کار سیاسی بلد نیستیم و ساختار لازم را نداریم. از افرادی که این لیست ها را تهیه می کنند، باید بپرسید که چرا این لیست ها را تشکیل داده اند که نتوانستند برای انتخاب شهردار به اجماع برسند؟
عضو شورای اسلامی شهر کرج عنوان کرد: در ایام انتخابات که هر کس به دنبال امور خود بود، بنده به صورت محدود به چند نفر از این افراد گفتم که از الان به فکر انتخاب شهردار باشید و مکانیزمی را برای آن طراحی کنید اما اقدامی صورت نگرفت. در جریان انتخاب سریزدی به عنوان شهردار کرج، ۷۰ روز شورای شهر بلاتکلیف ماند زیرا وزیر کشور باید حکم شهردار را صادر می کرد. در صورتی که این موارد در کنار هم قرار گیرند، نکات بسیاری وجود دارد که قابل تحلیل است.
حاجی قاسمی تصریح کرد: در صورتی که می خواهیم ساختار شورای شهر مفید باشد، مجموعه های سیاسی باید به سمت حل موضوعات مذکور حرکت کنند و آن دسته از افرادی که می خواهند لیست دوره بعدی را تهیه و کار سیاسی کنند، پس از انتخابات، بر میزانی از پاسخگویی قائل باشند. من یک سیزدهم اعضای شورای شهر کرج هستم و نمی دانم که این شورا چه برنامه هایی داشته است اما شخصا در اجرای بیشتر موضوعاتی که قول داده بودم، توفیق زیادی نداشتم.
عضو شورای اسلامی شهر کرج بیان کرد: برای تصمیم گیری در مورد یک موضوع، هفت سیزدهم شورای شهر باید به یک نقطه مشترک برسند اما فکر می کنم اکنون موضوع ما شهردار نیست، بلکه تعارض منافع موجود در شورای شهر و اتفاقاتی که باید مدیریت شود و همچنین پروژه های کلانی است که فارغ از اینکه چه کسی شهردار باشد، باید مورد توجه قرار گیرد و تدابیری در خصوص آن اتخاذ شود.
جریانات سیاسی باید کمی پخته تر شوند
حسین مهاجری، رئیس کمیسیون شهرسازی و معماری شورای اسلامی شهر کرج نیز مطرح کرد: این مشکل نه فقط در کرج، بلکه در بیشتر شهرهای کشور وجود دارد؛ شاید اگر بخواهیم کمی کلی تر به موضوع نگاه کنیم، دریابیم که مربوط به قانون است اما لازم است جریانات سیاسی نیز کمی پخته تر شوند. پیشنهاد عده ای این است که جریانات سیاسی که لیست می دهند و افرادی را برای عضویت در شورای شهر معرفی می کنند، می توانند گزینه های شهرداری خود را نیز ارائه دهند که مردم بدانند برنامه کاندیداها چیست.
فاطمه منعمی، دبیر شورای اسلامی شهر کرج نیز با اشاره به موضوع انتصابات و منابع انسانی مطرح کرد: یکی از افتخارات شورای ششم شهر کرج این است که در حوزه کمیته شایسته گزینی مصمم بود که اتفاقات خوبی را رقم بزند. از میان ۱۴ هزار پرسنل شهرداری که به مردم خدمات ارائه می دهند، در حوزه اداری و مالی که می تواند رانت های بسیاری در آن ایجاد شود، نفرات بیشتری هستند تا حوزه خدمات شهر که باید به شهروندان خدمت رسانی کنند.
وی با اشاره به اینکه در بودجه سال ۱۴۰۱، همه اعضای شورای اسلامی شهر کرج به راه اندازی کمیته شایسته گزینی رای مصمم دادند و بودجه بدین منظور در نظر گرفته شد، گفت: با توجه به اینکه ما سیاستگذار و ناظر هستیم و نمی توانیم در اجرا دخالت داشته باشیم، زمانی که یک طرح خوب به مرحله اجرا می رسد، می بینیم که آنچه که مدنظر بوده محقق نشده است. لایحه ای را به تصویب رساندیم و به هیئت تطبیق ارسال و شهرداری را ملزم به راه اندازی کمیته شایسته گزینی کردیم اما این امر جزو شرح وظایف شورا شناخته نشد.
دبیر شورای اسلامی شهر کرج با اشاره به سلیقه ای عمل کردن در امر انتصابات بیان کرد: برخی انتصابات و افراد در کمیته مذکور مطرح می شوند اما بسیاری از انتصابات نیز در این کمیته مورد بررسی قرار نمی گیرند و سلیقه ای عمل می شود و ما مجبور هستیم در برخی اقدامات مانند ترک فعل ها، نظام نامه ها، کمیته منابع انسانی و … ورود کنیم که این اقدام انجام شده است. کار، دشوار است زیرا با حوزه منابع انسانی سر و کار داریم.
محمد اسدیان، رئیس مرکز مطالعات و پژوهش های راهبردی شورای اسلامی شهر کرج نیز گفت: در حوزه ارزیابی عملکرد، پاشنه آشیل بسیاری مسائل در شهرداری این است که موجب شده جنبه عدالت توزیعی رعایت نشود. زمانی که شهردار کرج در تاریخ ۲۸ بهمن ماه، صحبت کرد، پنج سوال بنده عارضه های این چنینی بود که وی در پاسخ گفت که سرپرست های فعالی پس از سه ماه ارزیابی می شوند و در صورت تایید عملکرد، در جایگاه های خود می مانند و در غیر اینصورت تغییر می کنند.
