وی با اشاره به مشکلات اقتصادی در دهه گذشته، بیان کرد: ایشان همواره سال ها را متناسب با تولید، اقتصاد و معیشت مردم نامگذاری کرده اند و امسال نیز به نام مهار تورم و رشد تولید نامگذاری کرده اند تا برنامه‌ها و سیاست‌گذاری‌های دولتمردان و عموم مردم منجر به حل مشکلات اقتصادی و معیشت کشور شود.
عضو کمیسیون کشاورزی مجلس، تورم را یکی از عوامل تاثیرگذار بر توزیع نابرابر درآمد و نیز فشار اقتصادی بر دهک های پایین جامعه و بروز نااطمینانی در اقتصاد و کاهش سرمایه‌گذاری در رشد اقتصادی دانست و افزود: این پدیده علاوه بر اینکه به عموم مردم خصوصا دهک های پایین جامعه فشار اقتصادی وارد می کند، هزینه های دولت به عنوان بزرگترین مصرف کننده را نیز افزایش داده و موجبات کسری بودجه دولت را فراهم می کند.
عباسی مطرح کرد: فشار تقاضا، فشار هزینه و عوامل ساختاری، سه عاملی هستند که در ایجاد تورم در کشور تاثیر گذارند و مقابله با آن ها از یک سو منجر به گسترش و بسط عدالت اجتماعی در جامعه و از سوی دیگر باعث ایجاد ثبات اقتصادی و رشد و توسعه پایدار می شود.
وی عنوان کرد: هر چند تورم در حد پایین یا به اصطلاح «خزنده» منجر به رشد اقتصادی می شود اما تورم «رونده»، تقاضای کاذب و خرید بیش از نیاز را در پی دارد، عرضه و تقاضای بازار را به هم می ریزد و دسترسی برخی از مردم به کالاهای مورد نیاز را محدود می کند.
نماینده مردم کرج در مجلس ادامه داد: تورم »سواره» یا شدید، باعث تضعیف بنیان‌های اقتصادی کشور، افزایش چشمگیر نقدینگی، کاهش شدید نرخ رشد تولید، کاهش ارزش پول ملی، افزایش فشار تورمی و کاهش قدرت خرید دهک های پایین جامعه می شود که باید برای مهار و کنترل آن، راه حل های کارشناسانه، دقیق و جامع ارائه کرد و از تجربیات گذشته درس گرفت.
عباسی توضیح داد: به طور مثال این گونه نباشد که در دهه ۵۰ و ۸۰ برای حل مشکل تورم به واردات گسترده روی آوردند تا جلوی آثار تورمی بسیار شدید نقدینگی بالا را بگیرند ولی با آسیب رساندن به تولید، زمینه جهش تورمی سال های بعد را مهیا کردند و یا در سال های ۱۳۹۳ تا ۱۳۹۶ علاوه بر واردات، نرخ بهره بانکی را هم بالا بردند تا جلوی آثار رشد بالای نقدینگی را بگیرند.
عضو کمیسیون کشاورزی در مجلس شورای اسلامی در ادامه بیان کرد: ولی با این اقدامات فقط آثار آن را به تاخیر انداختند و آن را به آینده منتقل و زمینه جهش های تورمی شدید سال‌های اخیر یعنی بعد از سال ۱۳۹۷ را فراهم کردند، لذا برای مهار تورم باید راه حل های کارشناسانه، دقیق، جامع و پایدار ارائه کرد.
وی گفت: جهت مهار تورم در کشور، باید بین سیاست های پولی، ارزی، مالی، درآمدی، تولیدی و تجاری کشور هماهنگی کامل وجود داشته باشد و وزارتخانه های اقتصاد، صمت، جهاد کشاورزی و نیز بانک مرکزی با هم هماهنگ و هم جهت حرکت کنند و برنامه های تولیدی و تجاری و ارزی با هم تطابق داشته و هماهنگ باشند.
نماینده مردم کرج در مجلس اذعان کرد: همچنین باید با همفکری با کارشناسان و همراهی دولت و مجلس به طرق مختلف نقدینگی مهار گسیخته تزریق شده به اقتصاد کشور را کنترل، مهار و به ریل اصلی آن برگردانند و با اجرای سیاست‌های کلی اصل ۴۴ قانون اساسی، استفاده از ظرفیت‌های مردمی در اقتصاد و مردم‌سالار سازی آن، تقویت اختیارات بانک مرکزی، تکمیل طرح های نیمه تمام عمرانی و صرف درآمدهای نفتی در طرح های تولیدی و توسعه ای رونق را به تولید برگردانند و رشد هشت درصدی بخش تولید را تحقق بخشند.
به گفته عباسی، رهبر معظم انقلاب در جهت هدایت اقتصادی کشور در سال جاری و سال های آینده به دو مسئله مهم و محوری مهار تورم و رشد تولید در حکمرانی مطلوب اقتصادی کشور اشاره کردند که مجلس، دولت و عموم مردم باید در این زمینه، تمام ظرفیت های خود را به کار گیرند و یک حکمرانی اقتصادی مطلوب را رقم بزنند.
وی در پایان اذعان کرد: حکمرانی اقتصادی باید به گونه ای باشد که در آن، تشویق به سرمایه گذاری در تولید، جایگزین مصرف گرایی، سوداگرایی و رانت خواری شود و منافع عموم مردم بر منافع فرد و گروه ها ترجیح داشته باشد و در نهایت نرخ رشد تولید در کشور افزایش یافته، تورم، مهار شده و وضعیت رفاهی عموم مردم جامعه بهبود یابد.
