به گزارش پایگاه خبری دیده بان البرز، در پی گلایه برخی شهروندان مبنی بر افزایش شاخ و برگ های درختان در برخی مناطق کرج و جلوگیری از نوررسانی کافی چراغ ها به معابر و کوچه ها و عدم همکاری ماموران اداره برق و نیروهای شهرداری و پاسکاری این دو اداره و سازمان به یکدیگر، این موضوع از سوی خبرنگار این پایگاه پیگیری شد.
به گفته برخی اهالی منطقه هشت کرج، وقتی ماموران اداره برق جهت تعویض لامپ های معابر به محل مراجعه می کنند و از آن ها می خواهیم به منظور روزشنایی کوچه ها، شاخه های اضافی درختانی را هرس کنند که خیلی زیاد رشده کرده و جلوی نور لامپ های تیر چراغ برق را گرفته اند، آن ها می گویند باید با شهرداری صحبت کنید.
یکی از اهالی شهرک اوج نیز در گفت و گو با خبرنگار ما می گوید: ماه پیش نیروهای شهرداری برای هرس درختان خیابان اصلی به شهرک آمده بودند اما وقتی موضوع را با آن ها در میان گذاشتم، گفتند باید با اداره برق صحبت کنید. این پاسکاری ها ما را خسته کرده و هیچ کس هم به این موضوع رسیدگی نمی کند.
آقای میانسالی در این رابطه اذعان می کند: چند ماه پیش طی یک هفته، دو بار در این کوچه سرقت منزل و دو روز پیش نیز دو بار سرقت لوازم خودرو اتفاق افتاده است که یکی از دلایل مهم آن می تواند تاریکی کوچه باشد زیرا کسی تشخیص نمی دهد فردی که حوالی منزل و ماشین پرسه می زند، مالک است یا سارق. در واقع نبود روشنایی کافی با وجود لامپ های روشن، امنیت را کاهش داده است.

رمضانعلی پوررستمی رئیس سازمان سیما، منظر و فضای سبز شهری شهرداری کرج در گفت و گو با خبرنگار پایگاه خبری دیده بان البرز می گوید: اگر تاج درختی به حدی رشد و با کابل برق و شبکه های توزیع برخورد کند، سازمان سیما و منظر طی درخواستی که از سوی اداره برق انجام می شود، مجوز می دهد تا در فصل مناسب هرس درختان صورت گیرد.
وی اضافه می کند: این عملیات توسط پیمانکاران اداره برق و با حضور کارشناسان فضای سبز مناطق و نیز با هدف آزادسازی شبکه انجام می شود. اما اگر مزاحمت های درختان موردی باشد، پس از هماهنگی های انجام شده، مجوز مربوطه به صورت شفاف صادر می شود تا چنانچه نور چراغی زیر شاخه های درختان مخفی و مانع از روشنایی معابر شده باشد رفع شود.
رئیس سازمان سیما، منظر و فضای سبز شهری شهرداری کرج با اشاره به حضور پیمانکاران هرس در اداره برق که تحت نظارت شهرداری فعالیت می کنند، بیان می کند: پیگیری ها و قطع سرشاخه ها تحت نظر سیما و منظر و مسئولین فضای سبز شهرداری مناطق و توسط اداره برق منطقه انجام می شود.
با توجه به گلایه های اهالی این مناطق از تماس های مکرر با اداره برق و … این گونه به نظر می رسد که هر یک از شهروندان برای انجام کارهای پیش پا افتاده مانند تعویض لامپ های معابر و هرس درختان باید از چند خوان رستم عبور کند و در نهایت کسی هم پاسخگو نباشد.
واضح است، رفع این مشکل نیازمند تعامل دوسویه بین شهرداری و اداره برق منطقه است زیرا همه مردم توان ارتباط با این مراکز را ندارند از طرفی، هر اداره یا سازمان باید امور محوله به خود را به نحو احسن انجام شود و اگر تماسی از سوی شهروندان صورت گرفت تعاملات لازم جهت رفع مشکل صورت گیرد.
لزوم توجه به حریم ارتفاعی هنگام کاشت درخت
مظفر خادمی، مدیر توزیع برق شرق شهرستان کرج در این رابطه به خبرنگار پایگاه خبری دیده بان البرز می گوید: بر اساس لایحه رفع تجاوز از تاسیسات آب و برق، کاشت درختان با حریم ارتفاعی بالا زیر شبکه برق ممنوع است و اگر مردم و شهرداری ها هنگام کاشت درختان به این موضوع توجه کنند، هیچ درختی با شبکه توزیع برق درگیر نمی شود و نیازی به شاخه زنی نیست.
وی ادامه می دهد: شاخه زنی درختان از نظر زیست محیطی اشکال دارد اما چون برخی از این درختان توسط شهرداری کاشته نشده و مردم هنگام ساخت منازل مسکونی و به دلیل علاقه شخصی، سال ها قبل آن ها را کاشته و توجهی به لایحه مذکور نداشته اند، درختان با شبکه برق درگیر می شوند و این مشکلات پیش می آید که در چنین مواردی بر اساس دستورالعمل رعایت حریم شبکه برق، مجبور به شاخه زنی هستیم.
مدیر توزیع برق شرق شهرستان کرج با اشاره به برخی خاموشی هایی که نیمه شب به خصوص در فصل سرما اتفاق می افتد، اذعان کرد: برخی از این خاموشی ها به دلیل این است که هنگام بارندگی، این درختان خیس و با شبکه برق درگیر می شوند وظیفه ماست که برای رفع خاموشی های این چنینی شاخه زنی انجام دهیم که برای این امر نیز دستورالعمل داریم.
خادمی با اشاره به حضور پیمانکارانی که آموزش های لازم در این زمینه را دیده اند، تصریح می کند: ما هر ساله با شهرداری مکاتبه و شاخه زنی های حریم ها را انجام می دهیم اما در مورد روشنایی معابر، وقتی درختی تا جایی رشد کند که مانع از رسیدن نور چراغ به محوطه ای شود، در قسمت فشار ضعیف، شاخه زنی انجام نمی شود.
وی با تاکید بر اینکه اگر درختی در حریم شبکه نباشد نیازی به شاخه زنی نیست، عنوان می کند: در راستای حفظ محیط زیست و کاهش سرقت ها، چند سالی است که شبکه فشار ضعیف سیستمی را به کابل خودنگهدار تبدیل کرده ایم. در برخی موارد مشاهده می شود که درختی دور کابل را احاطه کرده و خاموشی اتفاق افتاده است که در اینجا تعامل دوسویه بین شهرداری و اداره برق لازم است.

نکته مهم تر این که چه خوب است سازمان ها و ادارات ذیربط پیش از اینکه مردم از عدم توجه نیروهای متولی رفع مشکلات شهر، کلافه شوند با سرکشی و بازدیدهای میدانی موارد را پیگیری و تعاملات لازم را انجام دهند تا بر اثر مواردی همچون خاموشی ها و عدم نور کافی در محلات، سرقت های متعدد اتفاق نیفتد.
