به گزارش پایگاه خبری دیده بان البرز، در پی آلودگی مکرر هوا در استان البرز در روزهای اخیر و تعطیلی مراکز آموزشی (مهدهای کودک، مدارس و دانشگاه ها) برخی کارمندان، نسبت به عدم تعطیلی ادارات و حضور در محل کار معترض هستند و این موضوع را در قالب پیام شهروندی با این رسانه در میان گذاشته اند.
احمد افضلی، سرپرست معاونت هماهنگی امور عمرانی استانداری البرز در گفت و گو با خبرنگار پایگاه خبری دیده بان البرز در این خصوص اعلام کرد: بر اساس آیین نامه کمیته اضطرار آلودگی هوا، اعلام وضعیت اضطرار و تعطیلی مدارس، دانشگاه ها، ادارات و … فرآیند و قانون خاص خود را دارد و دلخواه ما نیست که هر زمان بخواهیم ادارت را تعطیل کنیم.
وی ادامه داد: بر اساس درجه بندی های ذکر شده در این آیین نامه، اگر شاخص آلودگی تا ۱۰۰ باشد که عادی است و نیازی به تشکیل کمیته و تعطیلی نیست اما اگر این عدد به ۱۵۰ برسد، بر اساس تصمیمات اتخاذ شده در داخل استان، مهدهای کودک، مدارس و کارخانجات دودزا تعطیل و با توجه به شرایط موجود، طرح زوج و فرد خودروها نیز اجرایی می شود.
سرپرست معاونت هماهنگی امور عمرانی استانداری البرز توضیح داد: چنانچه شاخص آلودگی بین ۱۵۰ تا ۲۰۰ باشد دانشگاه ها و برخی اماکن دیگر به لیست تعطیلی ها اضافه و اعمال محدودیت های دیگری نیز صورت می گیرد اما زمانی که این عدد به بالای ۲۰۰ برسد تعطیلی ادارات یا حضور ۵۰ درصدی کارمندان نیز مطرح می شود.

افضلی اذعان کرد: زمانی که شاخص آلودگی هوا به ۲۰۰ برسد، کمیته اضطرار آلودگی تشکیل و تصمیم گیری برای تعطیلی مراکز آموزشی و کارخانجات با هماهنگی استاندار انجام می شود اما در آیین نامه مذکور قید شده که تعطیلی ادارات و حضور ۵۰ درصدی کارمندان و دورکاری ها، مستلزم موافقت رئیس جمهور یا معاون اول اوست.
وی با اشاره به اینکه تصمیم گیری برای تعطیلی ادارات و حضور ۵۰ درصدی کارمندان، حاکمیتی است و استان به تنهایی نمی تواند تصمیم گیرنده باشد، اضافه کرد: طی این مدت استان های تهران و البرز در این زمینه رایزنی هایی انجام داده و تلاش کرده اند تا مورد مذکور اتفاق بیفتد اما در سطح کلان با موضوع موافقت نشد.
سرپرست معاونت هماهنگی امور عمرانی استانداری البرز با اشاره به جمعیت زیادی که در کلانشهرهای تهران، قزوین و البرز ساکن هستند، در خصوص علت آلودگی های مکرر هوا در البرز نیز اظهار کرد: عوامل بسیاری در این موضوع دخیل هستند که از جمله آن ها می توان به شرایط نامناسب آب و هوایی اشاره کرد.
افضلی خاطرنشان کرد: زمانی که بادی وزیده نشود، آلاینده های زیادی در سطح استان وجود داشته باشند و ثبات شرایط آب و هوایی نیز نباشد، شاهد افزایش غلظت الاینده ها هستیم. این آلودگی ها عموما به خاطر وجود کارخانجات دودزا، نیروگاه های منتظر قائم البرز و شهید رجایی قزوین، معادن و خودروهای فرسوده است.
کاهش ۳۰ تا ۴۰ درصدی آلودگی هوا با تعطیلی مدارس
وی اشاره کرد: در حال حاضر هر چه از تهران به سمت مازندران و از قزوین به سمت تاکستان بروید، هوا کم کم صاف شده و آلودگی کمتری مشاهده می شود و علت عمده آن نیز موارد مذکور است به همین دلیل به محض اعلام آلودگی هوا، کارگاه های آلاینده، معادن شن و ماسه و پروژه های عمرانی به سرعت تعطیل می شوند.
سرپرست معاونت هماهنگی امور عمرانی استانداری البرز افزود: محدود کردن تردد خودروها در ساعات اولیه روز با تعطیل شدن مدارس و دانشگاه ها نیز می تواند ۳۰ تا ۴۰ درصد از آلودگی بکاهد. البته این راهکارها موقتی است و تنها راه برون رفت از آلودگی های مکرر هوا، انتقال کارخانجات دودزا به خارج از شهر است که با توجه به جمعیت البرز و مهاجرت ها، کار بسیار دشواری است.
لزوم انجام معاینات فنی خودروها
افضلی با تاکید بر انجام معاینه فنی خودروها توسط رانندگان و دقت عوامل در این موضوع، بیان کرد: با توجه به تصمیماتی که در داخل استان اتخاذ شده و با توجه به تعطیلی مدارس و دانشگاه ها و کاهش حجم تردد خودروها در حال حاضر طرح زوج و فرد اجرا نشده اما اگر نیاز به این اقدام باشد حتما با هماهنگی کمیته اضطرار آلودگی هوا و همکاری دستگاه های متولی مانند شهرداری و راهنمایی و رانندگی این اقدام صورت می گیرد.
وی در پایان توصیه کرد: شهروندان به خصوص بیماران قلبی، ریوی تا جایی که امکان دارد از تردد در معابر عمومی و سطح شهر خودداری کرده و در صورت نیاز حتما از ماسک مورد تایید وزارت بهداشت استفاده کنند. در اماکن عمومی و روباز ورزش نکنند و در صورت تمایل به ورزش اماکن و سالن های سربسته را انتخاب کنند.
