نگاه ناصوابی که نتیجه ای جز ظهور فاصله طبقاتی، افزایش ناخرسندی عمومی، تزریق روح نومیدی و بی اعتمادی، تضعیف حس تعلق مندی و زوال همبستگی اجتماعی در سطوح و لایه های مختلف شهری در بر نداشته و بیم آن می رود که پیامد آثار وخیم و وضعی این بی تفاوتی مشهود از سوی حکمرانی شهری در نادیده انگاری بخش هایی از بدنه لاینفک شهر، نهایتا به گسترش گسل و گسست های آسیب زاتری منتهی شود.

لذا، جلب اعتماد و رضایت شهروندان این مناطق، شهرداران کارآمد، متخصص، توسعه مدار و به ویژه برنامه مندی را می طلبد که به تناسب وضعیت پیچیده آن ها، بر اساس شناخت، آسیب شناسی و اولویت بندی توسعه نایافتگی ها، بکوشند تا ضمن تدوین راهبردهای محرومیت زدایانه، درک درستی از نیازهای موجود و مطالبات و مناسبات مدیریت شهری آن مناطق داشته و در ارتباطی چند سویه با مثلث حاکمیت، همکاران و شهروندان، طرح توسعه چند وجهی آن مناطق را باز طراحی و در دستور کار قرار دهند.
