به گزارش پایگاه خبری دیده بان البرز، مرتضی دهقان آزاد، تحلیلگر رسانه به مناسبت روز هوای پاک، در یادداشتی آورده است: با وجود اینکه سال هاست در سالنامه کشور، روز ۲۹ دی ماه، به نام «روز ملی هوای پاک» نامگذاری شده است، اما با کمال تاسف و در سایه انفعال متولیان امر و سکوت سهمگین رسانه های نارسا، ارمغان سیاه آلودگی هوا در کرج، به مسئله ای مزمن و لاینحل مبدل شده است.
آلودگی هوا در این کلانشهر موجب شده که در سایه غفلتی نابخشودنی و ظلمی تاریخی، در کنار سایر آلودگی های صوتی، بصری، محیطی و ترافیکی، نفس اهالی این خطه که در گذشته ای نه چندان دور به منطقه ای خوش آب و هوا معروف بود را، به خس خس بیندازد و تنفس هوای پاک را برای آن ها به حسرتی همیشگی تبدیل کند.
این در حالی است که بیش از ۴۳ دستگاه عریض و طویل مدعی مبارزه با آلودگی هوا، تاکنون جز بلعیدن و بر باد دادن بودجه های اختصاصی این بخش، در ترک فعل های آشکار، هیچ عملکرد قابل دفاعی، به جز شعار و وعده، نداشته و پیوسته با کلمات تکراری، توپ تقصیر و قصور خویش را به زمین دیگران انداخته و تنها راهکارشان، بعد از اعلامِ تعطیلی های فاجعه بار و خسارت خیز، فقط و فقط، دعا برای وزیدنِ باد و باریدنِ باران بوده است.
گذشته از مسائل محیطی و محاطیِ غالب در پیدایش و گسترش این پدیده نفس گیر و نیز سریال سوء مدیریت ها و مدیریت های سوء مدیران ناآشنا با تصمیم و تدبیر، متاسفانه فقدان «وحدت گفتمانی» برای مطالبه هوای پاک و کاهش آلایندگی در کلانشهر کرج، بیش از هر غفلت دیگری، موجب پیچیده تر شدن این مساله بغرنج و بحران زا بوده است.
این موضوع حیاتی، طی سالیان متمادی، هرگز به عنوان اولویتی جدی، بر روی میز مطالعه، تدبیر، اقدام و حل مساله هیچ نهاد فرادستیِ تصمیم گیری قرار نگرفته است. زیرا اگر یک واکنش موثر و مشترکی نسبت به هوای پاک در بین مسئولان نظارتی استان وجود داشت، کرج غالباً به عنوان دومین کلانشهر آلوده کشور، بر روی سکوی سرفه و سرطان و سکته نمی ایستاد و سهم شهروندانش از ابتدای سال تاکنون، فقط یک روز هوای سالم نمی شد.
تداوم شرایط موجود، حاکی از آن است که گویی مسئولان این شهر و استان، نمی دانند که اولین و بدیهی ترین حقوق هر انسانی قبل از تغذیه سالم، برخورداری از مباح ترین عطیه رایگان خداوند، یعنی هوای سالم و پاک است که با افسوس فراوان، این حقوق اولیه، سال هاست در سایه ترک فعل های فاحش، از مردمان دچار تنگی نفس، به خاطر نبودِ همبستگی و پیوستگی بین مَراجع تصمیم گیر و مراکز پیگیر پاکداشت هوا، رفته رفته، دریغ شده است.
در روزگار خرابی دائمی سیستم گردنگیری مسئولان و علیرغم افزایش دامنه آلودگی و آلایندگی های کلانشهر کرج، در تغافلی غریب، کماکان، هیچ پایش و رصدی جامع و علمی از وضعیت آلودگی هوای کرج وجود ندارد و بعد از گذشت سال ها درگیری شهر با پدیده آلودگی هوا، هنوز هم اطلاعات تحلیلی و دقیقی از دلائل، عوامل، منابع، مسائل و مراکز آلایندگی و به ویژه تعداد صنایع آلاینده در بخش های خصوصی و دولتی این کلانشهر در دست نیست.
در واقع اطلاعاتی که بر مبنای شاخص های آماری و آمایشی، میزان آلایندگی های صنایع و نوع و درصد مواد شیمیایی که به عنوان آلایشگر هوای کرج، توسط این صنایع منتشر می‌شود در دسترس وجود ندارد و تأسف بارتر اینکه، تا به امروز نیز، هیچ جایگاه و پایگاهی مسئولیت پذیرانه و متخصص مدارانه، فرآیند پایش و رصد علمی وضعیت آلودگی هوای شهر را پایش و پیگیری نکرده و نمی کند.
مضاف بر ترک فعل های محرز اکثر نهادهای متولی و موازی در این راستا و همچنین در بی برنامگی مشهود مدیران حوزه مدیریت شهری، غم انگیزتر از همه اینکه، علیرغم وظایفی که قانون، به طور ذاتی و تکلیفی برای سازمان محیط زیست در کاهش آلودگی هوا مشخص کرده، اما هیچ معلوم نیست که اداره کل حفاظت محیط زیست استان البرز تا کنون در این مورد خاص، چه اقدامات و سیاست گذاری های اثربخشی را دنبال کرده است؟
سرفه های سینه سوز شهروندان کرجی حکایت از آن دارد که قانون هوای پاک، به عنوان ظرفیتی فعلیت نایافته و اولویتی نادیده انکاشته، کماکان، در کشوی بایگانی مسئولان این کلانشهرِ محکوم به عقب ماندگی، خاک فراموشی می خورد.
