در این راستا باید بر این مهم تاکید کرد که علیرغم ابلاغ قانون جهش تولید در خرداد سال ۱۴۰۱ توسط رئیس جمهور و زحمات وزیر عتف، لیکن آئین نامه اجرایی ایجاد سازمان اقتصادی دانشگاه ها و پژوهشگاه ها و نیز اجاره ۹۹ ساله زمین ها به منظور بسط زیست ساختارهای علمی و فناورانه کشور معطوف به ماده ۴ و ۱۴ قانون جهش تولید به دلیل موانع قانونی هنوز ابلاغ نشده است.
